On Wednesday, July 17, Parliament will consider personnel appointments in the government. On the eve of July 16, the Council supported the resignation of Prime Minister Denis Shmigal. 261 deputy voted in favor of the decision.
This was the finale for the five -year cadence of Shmigal – the longest in the history of independent Ukraine. Together with the prime minister, the Cabinet of Ministers automatically went.
Among the key reasons for changes in the government, President of Ukraine Volodymyr Zelensky called the need to renew the executive power, optimize government spending and intensify economic reforms to enhance the stability of the state in war. One of the factors that accelerated the process was the reputational scandal related to the case against Viceremier Alexei Chernyshov, who was presented with suspicion of corruption.
New Prime Minister
President Volodymyr Zelenskyy suggested appointed Prime Minister Yulia Sviridenko, who since 2021 held the position of first Vicerekremier and Minister of Economy. The head of state instructed Sviridenko to form a new team and to significantly update the work of the government.
Zelensky also outlined three main tasks for the new Cabinet: strengthening economic potential, expanding citizens’ support programs and scale production.
In the event of the Cabinet head, Yulia Sviridenko will become the first woman in this position in the last over 15 years and the second female premier in the history of independent Ukraine.
Sviridenko worked in business for political career, later moved to the civil service – she held positions in the Chernihiv Regional State Administration, the Presidential Office and the Government. The Ministry of Economy was responsible for key international agreements, including the “Nadra Agreement” with the United States.
Appointment and permutation in the Cabinet of Ministers
The sources of RBC-Ukraine spoke about possible candidates for key positions in the government before voting. The list of the updated Cabinet was published by the leader of the “Servant of the People” faction David Arahamia after meeting the people’s deputies with President Vladimir Zelensky on the evening of July 16. So among the applicants:
- Viceremier-Minister-Minister of Digital Transformation Mikhail Fedorov can be obtained by the first viceremer.
- The Ministry of Defense will head Denis Shmigal. Upon completion of the prime minister’s cadence, the President himself made his candidacy for this position, emphasizing the tremendous experience of Shmigal, who will be useful in the field of defense.
- It is also planned that the Defense Ministry will be merged with the Ministry of Strategic Industry.
- The Ministry of Economy plans to combine with the Ministry of Ecology and the Ministry of Agrarian Policy, and its potential head can be Alexey Sobolev, the First Deputy Minister of Economy.
- The Ministry of Energy will move to Svetlana Grinchuk, the head of the Ministry of Ecology, which can be liquidated.
- The Ministry of Social Policy may be headed by Denis Ulutin, the First Deputy Minister of Finance, instead of Oksana Zholnovich. According to David Arahamia, the department will be named Ministry of Social Policy, Family and Unity of Ukraine. Thus, the functionality of the disbanded ministry will be transferred to the Ministry of Social Policy.
- The Ministry of Culture will receive a new structure without a strategic communication unit. The current Minister Mykola Tokitsky will leave his position. According to RBC-Ukraine sources, the candidate of Veronica Selega, the director of BickerStaff.157 and ex-head of the Humanitarian Department at the Presidential Office is considered in its place. But the final decision has not yet been made.
- The Ministry of Justice will be headed by Herman Galushchenko, who held the post of Minister of Energy in the Shmigal government.
- Deputy Prime Minister for European and Euro-Atlantic Integration. Taras Kachka (Deputy Minister of Economy – Trade Representative of Ukraine) claims this position.
Olga Stefanyshyn, who held both positions – Minister of Justice and Viceremier in European Integration – can leave the government.
The candidacy of Stephanyshina was first considered to be a representative of Ukraine in the EU. But, according to the latest sources, it can lead the Ukrainian Embassy in the United States.
However, in this case, it is unclear where Rustem Umerov will appoint, the interlocutor said. After all, it was the Minister of Defense President Volodymyr Zelenskyy who had previously called a possible ambassador to Washington. In addition, on Wednesday evening, Zelensky confirmed that Umerov would help in the international direction.
“Rustem Umerov will assist, in particular, in the international track – all arrangements, as well as the necessary coordination,” the President said.
The interlocutors of the publication noted that the situation with the appointments of Olga Stefanishina and Rustem Umerov will be clear on July 17.
After re -donations, the Cabinet will remain unchanged:
- The position of Viceremier-Minister-Minister of Infrastructure Development and Territories-Alexey Kuleb;
- Ministry of Foreign Affairs – Andriy Sibiga;
- Ministry of Internal Affairs – Igor Klimenko;
- Ministry of Health – Viktor Lyashko;
- Ministry of Finance – Sergey Marchenko;
- Ministry of Veterans – Natalia Kalmykova;
- Ministry of Youth and Sports – Matthew poor;
- The Ministry of Education and Science is Oksen Lisovy.
At the same time, it is expected that they liquidate the post of Minister of the Cabinet of Ministers (Oleg Nemchinov). According to Zelensky, the functions of the Cabinet Minister will be transferred to the Government Secretariat.
