NAZK identified risks in the work of the Kyiv City Council and KMDA, which allowed the illegal transfer of communal lands to private ownership. These are agricultural and other plots that cannot be transferred during martial law. This is reported by the website of the National Agency for the Prevention of Corruption.
These are decisions that contradict the law and allow the transfer of land, in particular agricultural land, into private hands free of charge. “The provisions of the Procedure for the Acquisition of Land Rights allow the Department of Land Resources of the KMDA to unilaterally agree on the division and unification of land and to make decisions on lease, bypassing the Kyiv City Council – the owner of the land,” – emphasized the NAZC.
Based on the results of the inspection, the Main Investigative Department of the National Police started a pre-trial investigation into the illegal disposal of land, including the illegal registration of garden and country houses and real estate objects on communal agricultural plots. Violations regarding the exemption of objects of unfinished construction from the payment of share participation were also found, which reduced the income to the budget for the development of infrastructure.
The inspection materials were handed over to the Prosecutor General’s Office to take representative measures and bring the culprits to justice.
