If last year’s statements recorded the promise of long-term support for Ukraine in the sphere of security, then the current project of the declaration is almost entirely focused on the issues of defense expenses of NATO member states.
According to the document, the Allies consider the inclusion of contributions to Ukraine’s defense in the new target expenses that may be approved at the summit. It is about the help of Ukraine become part of the official defense budgets of the Alliance.

The declaration this year will be as short as possible – only a few points, which contrasts sharply with the large -scale documents of previous years.

This is especially relevant against the backdrop of US President Donald Trump’s statements, who previously emphasized that the US would not protect allies who do not reach a certain level of defense expenses.
In the Project of the Declaration, Russia is called “threat” to Euro -Atlantic security, but it is not recognized as an aggressor on Ukraine. The document also lacks the mention of China, which previously appeared as a “decisive factor” that contributed to Russia’s invasion of Ukraine.
