NAPC received almost 9.5 thousand reports of late submission of declarations

During the first half of 2025, the National Agency for Prevention of Corruption (NACC) recorded about 9.5 thousand reports on the facts of failure to submit or untimely submission of declarations on the results of the Declaration campaign – 2024. During the first half of 2025, the National Agency for Prevention of Corruption (NACC) recorded about 9.5 thousand reports on the facts of failure to submit or untimely submission of declarations on the results of the Declaration campaign – 2024.

Leaders in the number of violations were local self-government bodies-22%, the National Police-21%, the Ministry of Defense-10%, the bodies of the State Criminal Enforcement Service and the SES-8%, the State Tax Service-6%, courts and other judicial bodies-5%, the State Forestry Agency-4%.

Notices are received in the NAPC within the framework of the procedure for controlling the timeliness of submission of declarations provided by the Law on Prevention of Corruption. State bodies, local self -government and enterprises check whether their employees have filed declarations – current or former, members of the competition commissions or the Public Council of Integrity.

The NAPC examines the information received and takes measures to hold officials. For late submission of the declaration without valid reasons, an administrative fine of 50 to 100 non -taxable minimum incomes of citizens is provided. For deliberate failure, a criminal liability that provides a fine of 2.5 to 3 thousand non -taxable minimums, community service, restriction or imprisonment for up to one year, as well as a ban on holding certain positions up to three years. The court decision also leads to the entry of a person in the Unified State Register of persons who have committed corruption offenses.

The NAPC emphasizes that a significant number of violations may indicate the lack of efficiency of the authorized units to prevent corruption. It is possible to reduce the number of such cases by informing employees in a timely manner and providing them with consultations and assistance.

The NAPC checked the declaration of the head of the second department of detectives of the department for the protection of the economy in the sphere of circulation of excise goods of the main unit of Detectives of Beb Maxim Aslanov for 2024 and found a violation of UAH 4.01 million.

The chairman of the budget committee of the Verkhovna Rada, Danilo Getmantsev, filed a declaration for 2024, which indicated a land plot near Kiev, a car Toyota Land Cruiser, which belongs to his mother and a family living in France. His wife and sons live in an apartment of 142.6 m2, owned by Les Hauts d’ESmeralda.
