The commission consisting of three international anti -corruption experts (Martin Arpo, Robert A. Westbrooks, Hermione Kroneier), appointed by the Cabinet of Ministers on the basis of proposals of international organizations, has held an independent audit of the National Anti -Corruption Bureau for the first time since 2015. External independent assessment is provided by law.
The work was recognized as moderately effective, according to the audit report.
The general conclusion of the audit is that NABU’s activity was moderately effective, improper performance of duties by Director Semen Krivonos, the commission did not find.
The audit was held from March 2023 to November 2024.
“NABU has successfully passed the first independent external score. We have determined what NABU is successful and where there is a need for improvement. We have evaluated NABU’s work as effective in investigations and international cooperation. In general, we evaluated NABU’s activities as moderately effective and gave recommendations for further improvement of the efficiency of its activity, ” – said the audit results of the commission Robert Westbrooks.
Audit conclusions:
As a result of the audit, the commission formed 26 recommendations for NABU. In particular, the agency should improve the procedure for protecting the persons of corruption, strengthen the protection of NABU employees’ mobile devices, and develop a strategic plan with measured performance indicators.
In addition, the commission proposed recommendations for the Verkhovna Rada, which can improve NABU’s work efficiency.
For example, it is recommended to abolish the “amendments of the Lozovo”, which interfere with the effective conduct of pre -trial investigations, and change the frequency of external evaluation from annual to two years.
Earlier, the audit showed that from 2015 to 2023 inclusive, the Ukrainian Football Association lost UAH 1.7 billion due to its leadership decisions. In part of the episodes of the Expature of UAF Andriy Pavelka, they try to be held accountable.
