The National Anti -Corruption Bureau reported suspicion of abuse of office with grave consequences of the former first deputy head of the State Fiscal Service. He caused losses of UAH 641 million, and was arrested with the possibility of pledge of UAH 10 million.
This was reported by the NABU press service without naming the person involved, but according to the media, it is about the former first deputy head of the State Fiscal Service Sergey Bilan. He held this position from May 2015 to December 2019, while the case concerns June 2017. According to the investigation, then the suspect, acting in the interests of the entity, did not deliberately signed the projection of the decision on the results of consideration of the taxpayer’s complaint for tax notices of the territorial bodies of the State Fiscal Service of Ukraine.
Due to the inaction of the employee, this complaint was automatically satisfied in favor of the mentioned taxpayer in accordance with the provisions of the Tax Code of Ukraine. He also, in order to cover his activity, deliberately created the visibility of the impossibility of signing such a decision.
“It should be noted that the employee was the only authorized person in the State Tax Service of Ukraine to sign a decision on the results of consideration of complaints of payers. Due to the abuse of the official duties of the said employee, the state in the person of the State Tax Service of Ukraine lost the right to claim taxes and penalties to the State Budget of Ukraine for the amount of more than UAH 641 million, ”the statement said.
To date, the investigating judge of the WACS applied to the suspect in the form of a pledge of almost UAH 10 million.
Earlier, the SAP completed the investigation into abuse at the Volyn customs for UAH 53 million.
Law enforcement officers conducted searches in Ukrzaliznytsia in the framework of criminal proceedings on abuse of officials on international passenger transportation.
And in the Kharkiv region, 39 searches were conducted by employees of district territorial centers of acquisition and military-medical commissions (TCC and VLK), which are suspected of falsification of documents for evasion of mobilization.
