Law enforcement officers have completed a pre -trial investigation into the theft of public funds during the purchase of products for the Armed Forces of Ukraine.

According to the investigation, during the 2022-2023 the Ministry of Defense purchased grocery kits for the military by a catalog of 409 names. The price of the kit was formed at average cost, which allowed suppliers to overestimate the prices for popular products and lower the low -lived or seasonal.
“At first glance, there were no violations, and the price of the kit did not change. However, the potatoes supplied by thousands of tons were sold three -year, and seasonal berries and fruits cost a penny, ”NABU noted.
A total of 50% of the total supply value (about UAH 1.2 billion), only 40 types of products were high. At the same time, 27 types of products with low prices accounted for only 0.14% of the value of deliveries.
The investigation also found manipulations with seasonality: in catalogs, suppliers indicated abnormally low prices for products that could not be supplied to the military in real time. For example, the cherry cost 8 UAH/kg, strawberries – 10 UAH/kg, currant – 1 UAH/kg.
After the beginning of the investigation and publications in the media, prices for 11 products with the highest demand were reduced, which made it prevented by the waste of UAH 788 million. However, two suppliers controlled by one person illegally received more than UAH 733 million, some of which were withdrawn under the guise of dividends and financial assistance to related firms.
Among the suspects is the exclusive of the Department of the Ministry of Defense, the owner of the suppliers, two executives of these companies and individuals. They were suspected of articles of the Criminal Code: Part 5 of Art. 191 (scattering), Part 2 of Art. 15 h. 5 Art. 191 (Attempted), Part 3 of Art. 209 (legalization).
Materials on other contracts are allocated to separate proceedings, the investigation of which is ongoing. Law enforcement officers also check the involvement of other Ministry of Defense officials.
We will remind, on September 11, the Supreme Anti -Corruption Court chose a preventive measure to the founder Stolitsa Group Vladislav Molchanova in the form of a pledge in the amount of 100 million UAH. She is suspected of participating in the scheme for the illegal seizure and legalization of 18 hectares of state land worth more than 160 million UAH.
