Bill 11469 About Multiple Citizenship is, in fact, a response to the challenge that Ukraine failed into a demographic pit.
The idea of this bill was born before the war, and the war only accelerated the negative trends that we now see. Ukraine is moving very quickly to a situation where most Ukrainians reside beyond – such as in Armenia. And the population living in Ukraine will be quite declining.
Let me remind you that about 250 thousand people were the difference between fertility and mortality before the war. It is almost equal to the population of a city such as Zhytomyr. This population was lost every year. And the war, human losses and mass emigration led to a situation where something had to be solved with it. And this enables Ukrainians to have dual citizenship, but only Ukrainian passport and Ukrainian citizenship are recognized in the territory of Ukraine. If someone with dual citizenship violates the law, they will be judged as a citizen of Ukraine.
But this is not for all. For example, you cannot have a passport of Russia. And this applies to several million Ukrainians who are in the occupied territories and now live the Russian Federation. This bill, for which 243 deputies voted, criticized many of the people’s deputies – for example, the same Yulia Tymoshenko, who pointed to a number of moments that are related to the fact that the authorities are trying to close their own miscalculations.
Foreigners who now participate in the fighting on the side of the Armed Forces benefit from this bill. This is a positive moment and it had to be decided for a long time. But the main problem – the rapid extinction and reduction of the population of Ukraine – does not solve this law. Yes, it actually allows millions of Ukrainians not to lose ties with the country, but it is unable to solve the problem of demographic catastrophe.
