The Ministry of Defense of Ukraine concluded the first contracts with a private manufacturer under state guarantees for 4.4 billion hryvnias. The agreements provide that the manufacturer will attract credit funds for the performance of the contract, and the state will provide appropriate guarantees for the repayment of the loan with funds from the state budget.

“The total amount of the first deals is UAH 4.4 billion. It is planned to manufacture and supply 100 special armored combat vehicles and 100 armored evacuation vehicles. With these contracts, we open a new page in cooperation between the Ministry of Defense and the private sector. The conclusion of contracts with the involvement of state guarantees is an important signal for business: the state is ready to support responsible manufacturers who are able to provide the army with modern solutions and quality products,” said Deputy Defense Minister of Ukraine Dmytro Klimenkov.
For security purposes, the details of the agreements are not disclosed, but the contracts were signed for the implementation of the program to increase the state’s defense capabilities and security.
The Director of the Department of Procurement Policy of the Ministry of Defense, Hleb Kanevsky, previously noted that in general, up to UAH 30 billion is provided for state guarantees under contracts aimed at increasing the state’s defense capability and security in the 2024 state budget.
“State guarantees are an additional financial instrument for the purchase of military equipment for the Armed Forces with a long production cycle. With the help of such guarantees, the Ministry of Defense scales up the capabilities of the domestic defense industry,” added Kanevsky.
The Ministry of Defense also emphasized that this step is a separate direction of defense procurement reform, which involves ensuring new conditions for partnership with business, because this is critically important for meeting the needs of the Armed Forces in the conditions of repelling an aggressor.
Recently, the Ministry of Defense of Ukraine allowed the use of the WZT-3 repair and evacuation armored vehicle in units of the Defense Forces.
Earlier, the Ministry of Defense of Ukraine began testing new samples of women’s military uniforms, in particular demi-season ones, which are already undergoing field trials.
The first batches of women’s military uniforms and underwear have been sent to several Ukrainian brigades for testing.
