The Office of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine revealed numerous violations of children’s rights during more than 800 monitoring visits in 2025 throughout Ukraine.
By in words ombudsman Dmytro Lubinets, almost every inspection reveals serious deficiencies, and this concerns educational institutions in which children do not have adequate conditions for learning.
Using the example of a lyceum in Transcarpathia, he cited cases where children are fictitiously registered, and education is carried out in inappropriate conditions.
Lubinets emphasized that the situation in educational institutions shows systematic irresponsibility on the part of the competent authorities and the lack of proper state policy in matters of protection of children’s rights.
He recalled the terrible conditions in the lyceum, for example, the fact that students are forced to use the toilets on the street, which creates dangerous conditions for their health.
In this regard, the ombudsman appealed to the Prosecutor General’s Office with a request for a proper response to the discovered facts.
It is known that the Cabinet of Ministers of Ukraine plans to create the National Council for Guarantees of Children’s Rights, which will coordinate state policy in the field of childhood and will annually report on the situation of children in the country. This decision is expected against the background of systemic problems and violations recorded in educational institutions throughout Ukraine.
