The head of the Main Directorate of Intelligence of the Ministry of Defense of Ukraine, Kyrylo Budanov, said that the problems with mobilization in the country were caused by internal mistakes, and not by direct influence of Russia. He said this during a speech at the “LB Club” event.
He called the failure of the media campaign and internal conflicts, which aggravated the situation, the main factor. According to Budanov, it was Ukraine that failed to effectively organize the mobilization process. “The main mistake, purely in my opinion, is a completely lost media campaign. Just hard. Which made it possible, let’s say, to raise the level in matters of mobilization,” explained the head of the GUR.
He noted that Russia is often blamed for the problems, but its influence “is not as great as everyone thinks.”
Budanov emphasized that the situation was complicated by internal factors: “It was all done from here. Sometimes it is deliberate, because of the own ambitions of certain people. Sometimes it’s reckless,” said the head of intelligence.
According to him, it was precisely because of such internal mistakes that Ukraine destroyed the mobilization itself: “We ourselves destroyed our mobilization. No matter who says otherwise, it is not so. We destroyed it ourselves.”
The head of the GUR noted that the lesson from this situation is important for future campaigns and the planning of military operations. An effective media strategy and coordination within the country is the key to ensure that the mobilization works without disruptions and does not depend on external factors.
