Ukrainian displaced persons who have lost their housing through the war are actively using the State Education Program.
About it reports RBC-Ukraine with reference to the commentary of the Chairman of the Verkhovna Rada Committee on the organization of state power, local self-government, regional development and urban planning, head of the party “Servant of the People” by Elena Shuliak.
Thanks to this initiative, more than 5 thousand families have received housing certificates that allow you to buy new housing instead of the destroyed. The total amount of contracts of sale of housing for these certificates exceeded UAH 6.5 billion.
According to Shuliak, the program became possible due to Law No. 4114-IX, adopted in December 2024. This law gives internally displaced persons a priority right to compensation in the form of housing certificates.
IDPs actively use these certificates to buy a new housing, mainly apartments in the secondary market. Among the areas where the most concluded agreements under the Equation Program are the Kyiv, Kharkiv and Chernihiv regions.
The Equation Program has become the only large -scale initiative of state support for displaced persons, which effectively solves their housing problems.
Elena Shuliak emphasized the importance of this program to provide permanent housing for internally displaced persons. She also noted that thanks to the work of the Provisional Investigation Commission on IDP Protection IDPs were given the opportunity to find a new home.
However, the parliamentarian drew attention to the problem of availability of the program for displaced persons from temporarily occupied territories. People from the east of Ukraine, Kherson, Mykolaiv and Zaporizhzhya regions cannot use the program because of its restrictions.
Shuliak stressed that the expansion of the program on these categories of citizens depends on the government’s decision and does not require additional changes to the legislation. She urged the authorities to resolve this issue, because Law No. 2923-IX, adopted in 2023, already provides for this opportunity.
We have already wrote that in the coming days 63 families of internally displaced persons will complete an agreement for the purchase of housing within the state program. The total cost of these transactions exceeds UAH 100 million.
Also in Ukraine, they have expanded the capabilities of the Equation Program, allowing the owners of land to build a new house instead of the destroyed.
