Merchants are required to provide cashless payments by 2026

The Government of Ukraine adopted Resolution 894-2022-p, which defines the terms by which merchants must introduce the possibility of cashless payments, in particular, using electronic means of payment. According to the new regulation, from January 1, 2023, requirements for non-cash payment will begin to apply to merchants in settlements with a population of more than 25 thousand people, and by 2026, electronic payments must become mandatory for small entrepreneurs.

The resolution also stipulates that in the conditions of hostilities or occupation, the requirements for non-cash payments do not apply to traders who work in the relevant territories, as well as to those who trade under conditions of restrictions. It is worth noting that the previous resolution of the Cabinet of Ministers of 2010 in this area has become invalid. The implementation of these norms in Ukraine aims to simplify financial transactions and reduce the volume of cash payments.
