Men 25+ will lose the right to deferment due to education

The Verkhovna Rada is actively preparing a draft law that will deprive men over 25 of the right to postpone mobilization due to admission to universities or colleges.

The initiative was announced by the head of the education committee Serhiy Babak during the telethon.

The document has already passed the first reading in the security and defense committee.

The bill clearly limits the loopholes: men 25+ will not get reservation for new studies in higher, pre-higher or professional institutions. Babak emphasized that “this is radical, but necessary for the security of the country.”

The state retains the right to education, but will strengthen control over actual attendance at classes.

About 30,000 such students studied in the higher education system before the full-scale invasion. By September 2025, there were 250,000 of them — 8.5 times more.

Many used studentship as a cover, not for knowledge.

We will remind you that the number of male students over the age of 25 has decreased in Ukraine.

Also, the State Education Quality Service announced a plan to inspect about 50 more colleges and universities, where a sharp increase in the number of students over the age of 25 was recorded.
