The Russian Social Design Agency of the political technologist Ilya Gambashidze, commissioned by the Kremlin regime, is engaged in destabilizing the political situation in Ukraine, speculating on the relations of President Volodymyr Zelenskyi with the fifth President Petro Poroshenko, former Commander-in-Chief Valery Zaluzhny and Kyiv Mayor Vitaly Klitschko. This is stated in the investigation of the Scheme program.
The International Journalist Consortium has obtained internal documents of the sub-sanctioned Agency for Social Design (ASD), which the US believes works for the Kremlin. The first deputy head of the administration of the Russian dictator Serhiy Kiriyenko is called the curator of the ASD in the USA. Investigators obtained documents from the German media Süddeutsche Zeitung, NDR and WDR, as well as the Estonian publication Delfi.

In the video presentation of ASD, which was accessed by journalists, political technologist Gambashidze confirms his involvement in the Doppelganger campaign (creation of duplicates of authoritative media and publication of articles discrediting Ukraine. The campaign spanned France, Germany, the US and Israel, and Meta called it the largest Russian special operation it had encountered since 2017).

Judging by the presentation, ASD employees are engaged in monitoring, analytics, writing articles in the style of the target country, creating caricatures, posts on social networks in various languages, videos and memes, graphics, forging official documents, etc., and promoting their narratives on social networks through a network of bots. Bots, in particular, write comments under the posts of Ukrainian state institutions, law enforcement agencies, politicians, and the media. Only from January to April 2024, Gambashidze’s team published almost 34 million comments, Schemy writes.
In one of the files from the ASD leak, it is suggested “to discredit the top leadership of the country by demonstrating the “draining” of negotiations by the incumbents [військових] parts about the possible resignation of Zaluzhnyi”, from which it allegedly follows that Zelenskyi “does not use the authority of officers.” After Zaluzhny’s resignation, ASD offered “spin up” the topic of what happened to the previous commander-in-chief “Avdiivka would not be surrendered.”
According to the investigation, ASD promoted the campaign “Who are you for?”, in which it contrasted Zelenskyi Zaluzhny and Zelenskyi Klychko, prepared infographics, memes and caricatures for Ukrainian and European users.
The ASD also fabricated the order of the Commander-in-Chief of the Armed Forces Oleksandr Syrsky, in which it is stated that surrender is tantamount to treason, with the aim of “discrediting the military-political leadership of Ukraine and demoralizing the Armed Forces.”
Kremlin ““factory of fakes” spreads fake stories disguised as Western media materials in social networks with the aim of discrediting Ukrainian refugees. So, on behalf of Bild, they spread a fictional story about how Ukrainian refugees allegedly burned down the house of the Germans who sheltered them.
The leak also says that the owner of the X social network, Elon Musk, published a meme about Volodymyr Zelensky, created by ASD.
The investigators reported that the ASD also tried to influence the outcome of the EU parliamentary elections, which were held in June 2024, and offered “a comprehensive counter-campaign against the liberal globalists”, including the President of the European Commission, Ursula von der Leyen. The Russians, in particular, supported the German right-wing populist party Alternative for Germany and the French National Front.
The leak also indicates that Gambashidze’s team is behind the “spinning” of Putin’s godfather Viktor Medvedchuk’s new political project — Second Ukraine.
Schemes noted that ASD analysts look for sensitive Ukrainians and use them to polarize society. Such topics include mobilization, battlefield casualties, restrictions on freedom of speech under martial law, reductions in military aid, counteroffensives, and corruption.
