This was stated by the Minister of Finance Sergey Marchenko.
“This war is like a marathon, or if you can say as an Ironman competition for all Ukrainians,” Marchenko said, comparing a grueling conflict with one of the most complex types of triathlon: mowed 3.8 km, 180 km and 42 km.
“If you ask me at what stage we are now, then we are most likely to overcome two -thirds of the way. But I do not know exactly how long it takes to get to the finish line, ”the minister added.
He acknowledged that at the beginning of the year there were hopes for a peaceful settlement, but this created high expectations for budgeting for 2025.
“Since the beginning of the year, there was a desire to prepare for a peaceful settlement, and you know, this has created some unnecessary expectations from me as a minister, when we talk about the budget for the next year,” Marchenko explained.
According to him, Ukraine seeks to “strong and sustainable peace”, but at the same time should maintain a pragmatic approach to evaluating reality.
“When we talk about 2026, we do not have the necessary obligations to cover financial gaps. The money available to Ukraine in 2026 is less than in 2025, ”the Ministry of Finance Head emphasized.
He also added that at the “finish” war it will be possible to go through political negotiations, but for this “you should consume additional nutrition, vitamins and be ready to run more.”
Earlier, we wrote that the Ministry of Finance is preparing an alternative budget scenario for 2026, as the needs of Ukraine’s budget for defense may be increased.
