Lubinets called the policy regarding immigrants a failure

Ukraine still lacks a single body responsible for policy on temporarily occupied territories and protection of the rights of internally displaced persons, which causes serious systemic problems.

This was stated by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, during a conversation with journalists, reports the correspondent of Ukrinform.

“We officially have 4.6 million citizens with IDP status. When the relevant ministry was liquidated without a logical explanation and without the creation of a single body, people were faced with the fact that they do not even know where to get information and why payments are not received,” said Lubinets.

He added that now the powers that were previously concentrated in one body are scattered among different institutions, which complicates the life of displaced persons.

“In my opinion, a cardinal mistake was made. The only body that today systematically records violations of the rights of IDPs and reacts to them is our institution,” the ombudsman said.

Lubinets reminded that a special department for the protection of the rights of victims of Russian aggression was created in the ombudsman’s office in 2022, but it cannot replace the functions of the state executive body.

“We see a fundamental failure of state policy: there is no algorithm for how to act for a person who wants to evacuate, how to get a certificate, where to turn for help, where to live and what to do if the conditions are not suitable,” he emphasized.

The commissioner also noted that he officially recommended the creation of a separate state body that would systematically deal with the issues of IDPs and citizens in the temporarily occupied territories. “This decision is already in the parliament. But as of today, I am fixing global systemic problems – from the moment of evacuation to reintegration into new communities. This is a state-level failure,” Lubinets concluded.

It is most difficult for Ukraine to return the smallest children from Russia — Lubinets.

It will be recalled that in 2025, almost 5,000 appeals were filed regarding rights violations during mobilization.

Ukraine also insists on the return of citizens according to the “all for all” formula.
