According to the official, the key is the principle of sequence of education.

This rule also applies to vocational schools – delay is possible if the previous level was only complete general secondary education.
We will remind, the Cabinet of Ministers agreed the proposal to amend the provisions of the law on mobilization concerning the rights of students and pedagogical workers.
The Cabinet of Ministers also submitted to the Council a bill on deferral for contractors aged 18-25 years.
