A new draft law has been registered in the Verkhovna Rada.
This is document No. 14130 “On Amendments to Some Laws of Ukraine Regarding Strengthening the Existing and Implementing an Additional Mechanism of Parliamentary Control over the Activities of Law Enforcement and Prosecutor’s Offices, Including the Introduction of Annual Public Reporting on the Work of the State Bureau of Investigation and the Office of the Prosecutor General Regarding the Investigation of Cases of Torture, Other Mistreatment of Persons, and Protection of Victims.”
The bill proposes to amend four current laws of Ukraine:
- of the Law of Ukraine “On the State Bureau of Investigations” — regarding the inclusion in the annual report of the Director of the SBI of separate information on the investigation of cases of torture and other forms of ill-treatment, as well as on measures to protect victims of such actions;
- the Law of Ukraine “On the Prosecutor’s Office” — regarding the obligation of the Prosecutor General to submit similar information in the annual report to the Parliament;
- of the Law of Ukraine “On the Regulations of the Verkhovna Rada of Ukraine” — in the part of the distribution of rules for consideration by the Verkhovna Rada of the report of the Director of the Bureau of Economic Security of Ukraine;
- of the Law of Ukraine “On Committees of the Verkhovna Rada of Ukraine” — in the part of granting the specialized committee the authority to hold closed meetings to listen to the leadership of the National Police on issues of topical or high-profile events.
The specified draft law was developed to fulfill the requirements of clause 6.1.1 of the plan of measures aimed at the implementation of the Comprehensive strategic plan for the reform of law enforcement agencies as part of the security and defense sector of Ukraine for 2023-2027, approved by the order of the Cabinet of Ministers of Ukraine dated 23.08.2024 No. 792-r, as well as clause 1 of strategic result 4 of chapter 3.2 of block III of the Road Map on issues of the rule of law, approved by the order of the Cabinet of Ministers of Ukraine dated 14.05.2025 No. 475-r “Some issues of ensuring the negotiation process on the accession of Ukraine to the European Union under cluster 1 “Basics of the process of accession to the EU”.
Draft Law No. 14130 is a structural part of the implementation of the national policy in the field of reforming the security and law and order sector, as well as an important step in Ukraine’s fulfillment of obligations within the negotiation process on joining the European Union.
Its adoption will contribute to:
- implementation of European standards of accountability and transparency in the field of law enforcement activities;
- creation of mechanisms for systematic monitoring of cases of torture and ill-treatment;
- increasing the effectiveness of parliamentary control and public trust in law enforcement agencies;
- strengthening the institutional capacity of the state in the field of ensuring human rights.
Thus, the draft law has not only internal institutional significance, but also strategic European integration weight, as it meets the requirements of the European Commission regarding democratic civil control over the law enforcement system and the observance of human rights in the activities of law enforcement agencies.
