Law enforcement agencies are checking the lifestyle of Volodymyr Milaenko, the former head of the special emergency rescue unit of the Main Department of the State Emergency Service in the Zaporizhzhia region, and members of his family. Law enforcement officers are trying to establish whether the standard of living coincides with the information indicated in Milaenko’s declaration for 2023 – on the eve of his release at the request of the SBI.
The relevant structures are interested in information about bank accounts, in particular current, card, deposit and credit accounts of Milaenko’s family. They are trying to find out the numbers of these accounts, the remaining funds on them, when and where the funds were transferred. Financial transactions carried out without opening accounts are also detected.
The 2023 declaration of the Zaporizhzhya State Register of Deputies states that the family has two residential buildings of 176.2 square meters and 17.33 square meters. m. Also three land plots of 19,514 sq.m., 881 sq.m. and 904 sq.m. The family has an apartment with an area of 88 square meters.

According to the court register, Volodymyr Milayenko is a suspect in criminal case No. 62022080020000084 for committing the crime of embezzlement of property or taking possession of it by abuse of official position in particularly large amounts. A year ago, the SBI informed about the transfer of the case to the court, according to the media, against the head of the emergency rescue squad of the State Emergency Service in Zaporizhzhia and five of his accomplices. The investigation believes that they stole departmental fuel during the war. The group caused losses to the state in the amount of over UAH 1.6 million.
According to the DBR, fuel was allocated to rescuers to eliminate the consequences of rocket fire, demining, and evacuate people from the frontline areas. However, it was illegally written off and used to refuel private trucks belonging to companies registered to relatives of the State Emergency Service official. They were driven by subordinate officials, who continued to receive the salary of rescuers for the time when they transported commercial cargo outside the region.
One of the rescuers performed the functions of a “black fuel” refueler and was constantly on the territory of the colonel’s home. Fuel thefts were so large-scale that the official had to set up a mini gas station right on the territory of his own estate.
From January to September 2022, the official illegally charged and transferred to his “business” 34,000 liters of fuel worth almost UAH 1.2 million. The rescuers, who instead of serving in the emergency squad, transported commercial cargo and were engaged in refueling, received more than 400,000 without any reason. UAH salary from the budget.
