As part of the investigation of abuses during the receipt of disability, law enforcement officers conduct searches in medical and social expert commissions (MSEK), medical institutions and regional prosecutor’s offices of various regions

This is reported by the Prosecutor General’s Office.

Under the procedural guidance of the Prosecutor General’s Office, as part of the investigation into the facts of the illegal acquisition of disability by officials, in particular prosecutors, searches are being conducted of MSEK employees, in medical institutions where illegal certificates and decisions may have been issued, as well as in the prosecutor’s offices of several regions of Ukraine.

The criminal proceedings are being investigated under Part 4 Art. 27 hours 2 Art. 358, ch. 4 Art. 358, ch. 3 Art. 369 of the Criminal Code of Ukraine under the procedural guidance of the Prosecutor General’s Office. The pre-trial investigation is carried out by the State Bureau of Investigation.

“Searches are being conducted in several regional prosecutor’s offices, hospitals, and the Ministry of Health and Welfare, where the facts of issuing certificates with signs of falsification were discovered. Medical documentation and personal files that could serve as evidence in the investigation were seized. Work is ongoing to establish the chains of the persons involved. Comprehensive investigative and search actions include questioning witnesses and checking the legality of medical reports, on the basis of which groups of disabilities were established,” the OGP noted.

At the same time, the Prosecutor General’s Office continues an official investigation into possible abuses by prosecutors when obtaining disability groups, which covers all regions, special prosecutor’s offices and the central office.

As of today, there are 523 prosecutors with disabilities in prosecutor’s offices of all levels. This indicator is less than 6% of the total number of prosecutors and does not exceed 10% by prosecutor’s office. A significant excess of this percentage is observed in the prosecutor’s offices of Khmelnytskyi (29%) and Cherkasy regions (27%).

Two prosecutors were diagnosed with the I group of disabilities, 328 with the II group, and 193 with the III group. Among them, 348 or 67% are men, 175 or 33% are women. 386 prosecutors, or 74%, received the initial decision of the MSEC to establish disability in the period until 2022.

Earlier, we wrote that a member of the VLK was exposed in Cherkasy Oblast, who, for a bribe, promised to assist in establishing a diagnosis for suspension from service.

We would also like to remind you that the Verkhovna Rada of Ukraine adopted in general the draft law on the improvement of medical and social expert commissions (MSEK).
