Oleksiy Kuleba, Deputy Prime Minister for Reconstruction and Minister of Community Development, explained that there is no single official in Ukraine who is solely responsible for the safety of the entire energy system. Responsibility is clearly divided between different departments depending on the type of facilities. In particular, the coordination headquarters headed by him focuses exclusively on the construction of physical protective structures (concrete shelters, anti-drone nets) for the main substations of Ukrenergo with a voltage of 750 and 330 kV, as well as 125 substations in the front-line areas.
He said this in an interview with “Economic Truth” on January 7, 2026.
According to the minister, the architecture of energy protection in 2026 looks as follows:

Ministry of Energy determines strategic priorities and is responsible for generation balancing.

State companies (“Ukrenergo”, “Energoatom”, “Ukrhydroenergo”) independently provide physical protection of their own stations and facilities.

Office of the President carries out general coordination between the regions and the Cabinet of Ministers.

Cabinet and Stavka make key decisions on defense funding and strategy.
Kuleba emphasized that Russia has radically changed its tactics: instead of expensive missiles, the enemy is now using mass attacks with cheap drones, targeting mid-level substations and power lines. This forces the government to consider a radical solution — the gradual transfer of critical networks underground (burying) to make it impossible to attack them from the air. The official admitted that the government is currently operating in “firefighting” mode, as it is impossible to move to full-fledged long-term planning during active hostilities.
The Deputy Prime Minister paid special attention to the issue of power outages and communication with the population. He noted that after the massive shelling on December 27, 2025, the main problem became the information vacuum, due to which residents of rear Kyiv did not understand the reasons for the long-term absence of water and electricity. Kuleba assured that the government is currently making efforts to ensure that the outage schedules for the public do not exceed three shifts at the same time, even in the event of new large-scale damage to the infrastructure.
Deputy Prime Minister for Reconstruction and Minister of Community Development Oleksiy Kuleba believes that during the reconstruction of the country, underground infrastructure should be created by analogy with the tunnels built in Gaza.
