The Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev, submitted for registration two draft laws on taxation of value added tax (VAT) and customs duties on postal shipments to Ukraine.
He announced this in his Telegram channel.
The draft laws provide for:
- Taxation of VAT (20%) on all parcels from abroad regardless of their value.
- Import duty will be charged only if the value of the goods exceeds 150 euros.
- Exemption from VAT for parcels with a value of up to 45 euros, provided that they are sent by individuals free of charge and do not have a commercial purpose.
As Hetmantsev noted, the draft amendments to the Customs and Tax Codes were developed with the participation of business associations, such as the American Chamber of Commerce in Ukraine, the European Business Association, the Ukrainian Business Council, the Association of Information Technology Enterprises, the Association of Retailers of Ukraine, as well as the Chamber of Commerce and Industry of Ukraine .
To simplify the import process, we offer:
- Introduce the IOSS mechanism (Integrated Import Simplification System), similar to the European one, where VAT can be paid directly by the supplier or marketplace.
- Use the new customs declaration for goods of low value (similar to the European form H7).
According to Hetmantsev, such a system will allow the payment of VAT directly by the supplier or marketplace, which will save buyers from the need to make additional customs payments during registration and speed up customs procedures.
We would like to remind you that changes to the Tax Code entered into force in Ukraine on December 1. The increase in taxes will allow to attract an additional 8 billion hryvnias to the budget this year.
