But it turns out that it is enough for people to see the number of the phone with the signature “Military Attorney” on the sticker in the subway wagon to call and let a stranger into their lives.
Demand dictates supply. Ukrainians who now find themselves in different situations related to mobilization need someone who will help them. Therefore, it is not possible to wonder that scams use this situation. So, the demand for fake law certificates is growing rapidly.
And again, Inna Rafalskaya with its network of fake production again comes to the arena.
Back in 2019, the Chairman of the Board of Advocates of the City of Kyiv Petro Ryabenko declared in an interview to Ukrainian News that hundreds of people were victims of Inna Rafalskaya’s criminal activity and received counterfeit certificates of law.
It is probably time to remind those distant events, because they are now affecting the fate of Ukrainians, who, by virtue of furnished, seek a defense counsel in courts and before state bodies.
Inna Vladislavovna Rafalska: Who are you?
It should be noted that Inna Rafalskaya has many years of advocacy. She is a member of the Kyiv City Bar College since 1987! She headed the Kyiv City Code in 2010-2012. And it was she who was elected the first chairman of the Council of Advocates of Kyiv (Ramk) in 2012. Therefore, she was destined to be a model for Ukrainian lawyers.
Instead, Inna Rafalska became a symbol of corruption and manipulation in the capital’s lawyer. It turned Ramk into a personal enrichment and power tool. Its activity has led to the creation of a “parallel” lawyer system, the issuance of thousands of false certificates and numerous criminal proceedings, which undermined confidence in the whole profession.
Where they did not
Already during the establishment of Ramk in 2012, and accordingly NAAU, Rafalskaya refused to integrate into a single system of lawyer self -government provided for in the law “On Advocacy and Advocacy”. Instead, she created a network of affiliated organizations – public associations and funds that “stuck” to Ramk and served to bypass the norms. Among them: AO “Ukrainian Legal Board – International Legal Assistance”.

And, NGO “Kyiv Qualification and Disciplinary Commission of Advocacy”.
Just think, to the names of existing structures Inna Rafalska added the formulation “Public Organization”, and unobstructed (!) From the registering organs created clones.
This allowed Rafalskaya to control the issuance of certificates, internships and advanced training. At the same time, the National Association of Lawyers of Ukraine NAAU constantly received complaints about violations, but Rafalian ignored them, turning the frame into a “lawyer criminal group”.
2016 Scandal: Removal and Fake Certificates
In the end, the bowl of patience was overflowing. In June 2016, the Council of Advocates of Ukraine convened an extraordinary conference of Kyiv’s lawyers through systemic violations by its leadership.
Express the extent of the problem and the resistance of the criminal group of Rafalskaya – the conference will last two months (from August 6 to October 8, 2016) and will end with the expression of distrust of the current head of Ramk.
Inna Rafalsk is withdrawn ahead of schedule, and they are absolutely legitimately choosing a new head. The changes are made to the EDR, which confirm the legitimacy of the procedure.
The audit is then. And then it turns out that the KDCA of Kiev, under the direction of Rafalskaya, was a fictitious NGO, which appropriated the functions of admission to the profession. Thousands of persons received fake certificates, including judges, prosecutors and law enforcement officers who forbade the law. The enrichment scheme included LLC “Center for Internships and Advocacy Training” – “wallet” of Rafalskaya, which received millions of hryvnias for exams, internships and documents. The cost of false certificate is about 30 thousand UAH, and the account issued goes to thousands.
Unfortunately, only in 2020 did the decision of the Cassation Administrative Court within the Supreme Court stopped this bacchanalia. The court explicitly stated: after October 2016, Rafalska assigned the authority of the Ramk chairman, obstructing the work of self -government bodies. That is, any “internship estimates”, “decisions” or “certificates”, signed by an unattended person, are legally transformed into dust. But these four years have been terrible for the judicial system and for people who were victims of the Raffal Affauce.
The precedent of “drafting through Rafalsk” and judicial battles
As already mentioned, after its removal in 2016, Rafalsk did not recognize the decision, and continued to issue documents on behalf of Ramk. This was created by the precedent: in the 2020s, courts throughout Ukraine (criminal, civil, administrative, economic jurisdiction) began to derive attorneys with “Rafalskaya”.
Customers actually learned about fakes during meetings, which respectively destroyed things. They are cheated – not only “lawyers”, but also clients that are worse.
There was no complaint about the activity of the Rafal lawyer. Finally, on November 8, 2018, the CDCA Chernihiv Oblast ceased its right to advocacy. For three years, the courts ended with a resolution of the Cassation Administrative Court of the Armed Forces of October 8, 2020, which mentioned the assignment of the Rafalian powers of the head of Ramk.
Bitter echo
As of 2025, the Raffalsska scamo continues to be discussed: in February 2025, an article was published, describing how it was created how its scheme created a “network of fake lawyers”, causing chaos in the courts.
In August 2025 appeared Exposing the Kiev activist Dmitry Calko, who is active in the capital, with herself as a lawyer. At the same time, such a lawyer in the Unified Register of Advocates of Ukraine is absent. Instead, he is on the lists to whom the certificate was issued by Inna Rafalskaya.
And this is only a case that has become public.
And how many such “lawyers” remain in the shade?
How many of the thousands of whom “rafal” “shamped”?
