In Ukraine, they plan to introduce a single methodology for checking privileges provided to citizens for payment of housing and communal services, the purchase of solid fuel and liquefied gas.
This initiative will apply to 1.2 million Ukrainians who are currently using such benefits. It became known from the project of the Ministry of Finance of Ukraine, which was published for discussion.
According to the document, the validity of the privileges will be verified by comparing the data of citizens with the information provided by the Pension Fund of Ukraine, as well as by other state bodies.
To do this, the system of electronic interaction of state information resources “Trembita” will be used, which provides exchanging data between different registers.
Sources of information to verify
Automated systems and registers will be used to verify. Among them:
- State Register of Persons – Taxpayers (Tax Checking);
- Unified State Demographic Register (Passport Verification);
- Register of civil status (birth information, death, name change, etc.);
- Information system of the Pension Fund of Ukraine (payments of subsidies and benefits);
- Centralized disability database (disability data);
- The Unified State Register of War Veterans (Verification of Veterans Status).
How to check
The verification process involves comparing information from different databases for each benefit recipient. In particular, will be taken into account:
- Data on the death of a person;
- The presence of war veteran;
- The address of residence or registration of the recipient and his family members;
- Facts of simultaneous receipt of subsidies and benefits in one period;
- Information on disability and its group.
According to the Pension Fund of Ukraine, as of January 2025, privileges and subsidies received 2.779 million households. Of these, 1.216 million households used privileges totaling UAH 2.052 billion and the rest were subsidies worth UAH 2.779 billion.
We will remind, the Ukrainian authorities, in a letter of intentions to the IMF, undertook to raise pensions only through annual indexation. There will be no additional payments, new special specialty, reducing retirement age.
We also reported that the program for the appointment of a subsidy for housing subsidy has no restrictions on when a person has become an internally displaced person, so those who have received IDP status since 2014 may be submitted to it.
