The Verkhovna Rada is preparing to adopt a bill that will radically change the procedure for calculating fines and administrative fees.
On January 1, 2026, their size will no longer depend on the subsistence minimum – the base will be a special “penalty rate” and an administrative fee, which will be determined annually in the state budget law, but not less than UAH 2028.
Such changes were proposed by a group of people’s deputies headed by speaker Ruslan Stefanchuk. They believe that the use of the subsistence minimum as a technical indicator for the calculation of penalties and fees leads to “legal and economic contradictions”, because this indicator has a social purpose, not financial and technical.
Recall that the Verkhovna Rada Committee recommends expanding the rights of the Ombudsman.
