In Ukraine, the number of administrative protocols for bullying in schools and universities has increased

In 2025, 234 administrative protocols on bullying in educational institutions were drawn up in Ukraine, which is 7% more than last year, when 219 such cases were recorded.

If we consider only the academic months – January-May and September-October – the average number of protocols this year is 33 per month. By comparison, in 2021, 37 cases were recorded every month, but then a significant proportion of violations were committed by pupils and students who now often study online because of the war.

More than half of all protocols – 132 or 56% – were drawn up for bullying committed by minors (Part 3 of Article 173-4 of the Code of Criminal Procedure). This share remained at the level of last year, but is almost twice as high as before the start of the full-scale war.

33 protocols were drawn up for bullying committed by a group or repeatedly (Part 2 and Part 4 of Article 173-4 of the Code of Criminal Procedure). The share of such cases is stable at the level of 14-15%, but they are considered the worst – only half reach the court.

At the same time, 56 cases of bullying were recorded (Part 1 of Article 173-4), which makes up every fifth case of bullying. For comparison, in 2021 the share of such cases reached 39%, so the situation has improved.

So far, the courts have already considered 76% of bullying cases. The best dynamics is observed in the part concerning the responsibility of the heads of educational institutions for not reporting the facts of bullying (Part 5 of Article 173-4) – the decision was made in 85% of cases.

In 26 schools from different regions of the country will be implemented a system for the development of soft skills that will increase the level of education and reduce the level of bullying.

We will remind, in December 2018 The Verkhovna Rada passed the lawwhich provides punishment for “bullying” – bullying of children in educational institutions. According to the document, not only the perpetrators of bullying are responsible for such crimes, but also teachers who ignore such cases.
