The Ministry explains that the program provides monthly targeted compensation for the costs of professional care for children aged one to three years. The main condition for receiving payments is the actual departure of the mother or other legal representative of the child to work on a full-time basis.

The amount of financial assistance is differentiated depending on the needs of the child: the basic payment is 8,000 hryvnias per month, while for families raising a child with a disability, the amount increases to 12,000 hryvnias thanks to a special coefficient of 1.5. The funds received are earmarked, so they can be spent exclusively on paying for the services of licensed private kindergartens, nannies with FOP status, or additional services in state institutions. In particular, the compensation covers food, group classes, correctional services and the child’s stay in regular groups outside of school hours.

To apply for assistance to parents, it is necessary to contact the Pension Fund of Ukraine or use the Diya.Sharing function to submit electronic documents. The package of papers should include an identity card, a child’s birth certificate and an extract from the order to go to work full-time. An important condition is the choice of a provider of care services, which is registered under the relevant types of economic activity (KVED), which confirms the legality and quality of services. This program not only supports the economic activity of parents during the difficult period of the war against the Russian Federation, but also stimulates the development of the preschool education market within the framework of Ukraine’s efforts for social stability against Russia.

President Volodymyr Zelenskyy signed a law that introduces the payment of 50,000 hryvnias upon the birth of a child and expands the list of state benefits for families.

In Ukraine, the circle of recipients of basic social assistance has been expanded. Now, not only low-income, large families and single parents, but also all low-income families who meet the established criteria can apply for payments.
