From January to August 2025, 35,599 criminal proceedings were registered in Ukraine. This is 1.5 times less than in the same period last year, but at the same time 1.8 times more than before the full -scale war.

The highest level of fraud was recorded in 2023, when a record 82,000 cases were opened. On average, about 7 thousand proceedings began on an average month, and in the period from May to August – more than 8 thousand. Since then, the number of new cases has been gradually declining, and now they open about 4.5 thousand proceedings on a monthly basis.
At the same time, only part of the cases come to court. This year, the suspicion was declared in 9 thousand proceedings, and 7.6 thousand cases were sent to court – 21% of the total. For comparison, in 2021 this figure was 30%, and in 2022-2023-only 18%.
Most cases of fraud were recorded in Kiev (4 882 cases), in the second place – Dnipropetrovsk region (3 511 proceedings), in the third – Kharkiv (2 671 cases). The smallest proceedings (not including the occupied territories and the war zone) were registered in Ivano-Frankivsk-about 700 cases.
In total, this year the number of frauds has decreased by almost a third compared to last year. At the same time, in some regions, the fall is almost imperceptible, in particular in Khmelnytskyi – only a minus 1%. In Dnipropetrovsk and Chernivtsi regions, the number of such proceedings decreased by more than 40%.
In the long run, the situation is not better everywhere: compared to 2021, the number of cases of fraud in Zhytomyr region has increased more than four times, and in Transcarpathia – three times.
Recall that two young men were exposed in the capital, who, hiding behind the services of repairing computer equipment, were deceived by the elderly.
