According to the Ministry of Energy, during the past week, Russian troops daily attacked the energy infrastructure of Ukraine. In total, one mass and more than 43 targeted attacks were recorded, as a result of which about 118 energy facilities and networks were damaged.
Four strikes were directed at Naftogaz group facilities, in particular at the Kherson thermal power plant – the only source of heat for the city. Currently, the liquidation of the consequences is ongoing, one of the company’s employees is receiving medical assistance.
The latest attack resulted in significant damage to the energy infrastructure of the Kyiv region. As of this morning, more than 9,000 consumers in the Kyiv region remain without electricity.
Blackout on December 29
Due to the consequences of previous massive attacks, most regions of Ukraine today are forced to apply measures to limit electricity consumption:
- schedules of hourly outages for the public;
- power limit schedules for industry and business.
In some regions, emergency shutdowns have been introduced, in such regions the hourly shutdown schedules previously published are temporarily not valid.
In addition to the attacks, the operation of the power system was also affected by bad weather. Due to the strong wind and the accumulation of wet snow, 215 settlements were completely or partially cut off. Oblenergo repair crews work in all affected regions.
Emergency power outages
In the Sumy, Poltava, and Kharkiv regions, emergency power outage schedules were introduced on December 29. The reason is damage to the energy infrastructure as a result of Russian attacks. Also, due to the Russian attack, schedules in Kyiv and Kyiv region are only partially active.
In Sumy region On December 29, emergency shutdowns were introduced from 09:24 for shifts 1-5. Oblenergo emphasizes that queues during emergency shutdowns do not coincide with hourly queues. In the Vinnytsia region, on December 29, restrictions on the consumption of electricity for non-household consumers will be introduced. Restrictions will apply throughout the day – from 00:00 to 24:00.

According to the order of NEC “Ukrenergo”, there are stabilization blackouts in the region from 00:00 to 24:00. In addition, emergency power outages are possible due to overloading of power grids in Nikopol.

Power outages due to weather conditions
In the Lviv region On December 29, some consumers were left without electricity due to bad weather. As Lvivoblenergo reported, despite the restoration of electricity for most subscribers on Sunday, nighttime gusts of wind caused new emergency power outages. As of 08:00, 16 settlements remained completely without electricity, another 70 – partly in various districts of the region.

In the Rivne region for the second day in a row, restoration work continues after bad weather. Due to strong gusts of wind and falling trees on power lines, Rivneoblenergo energy companies are continuously working to eliminate accidents. As of this morning, 8 settlements and 2 more – partially in the Rivne district, have been completely de-energized. The day before, it was possible to restore electricity in 28 settlements. Emergency recovery works are ongoing, all available crews and equipment are involved.
