More than 137,000 new entrepreneurs (FOPs) have been registered in Ukraine this year. At the same time, more than 157,000 entrepreneurs have ceased to operate.

It is noted that due to technical problems with the operation of the registers and the introduction of new taxes in the first quarter of 2025 there was a surge of closure of FOPs. Nearly 120,000 FOPs closed.
However, in the second quarter, the situation stabilized: the discoveries were almost equal to the indicators of last year, and the closure even decreased. Thus, from April to June, 73 799 FOPs opened, which is only 3% less than in the same period last year. Another 51 830 entrepreneurs ceased to work, which is 27% less than in the same period last year.
At the same time, there are more entrepreneurs who exist for no longer than two weeks (the so-called FOPs-one-day). This year, such businesses have already been recorded 5 323. Before the comparison, in 2021 there were only 96.
According to the data, most new businesses have registered women this year – 61% of all open FOPs (83.7 thousand). Men account for 39% or 53.8 thousand new cases.
Most often, entrepreneurs choose trade – both retail (39.5 thousand newly created FOPs) and wholesale (10.7 thousand). Also among popular areas: IT, information services and providing other individual services. However, the same industries lose most: only in the sphere of retail trade in half a year, more than 48 thousand FOPs have closed, and in IT – 18 thousand.
Most new businesses opened in Kiev – 18.8 thousand. Another 13 thousand in Dnipropetrovsk and 10.4 thousand – in Lviv region. However, the number of cessation is also the capital: 20.6 thousand were closed here. The following is Kharkiv region – 13.6 thousand and Dnipropetrovsk – 13.6 thousand.
