According to an explanatory note to the bill, more than three million Ukrainians have lost their home due to Russian invasion. Many of them were forced to leave their homes, moving to other regions or going abroad.
The legislative initiative is aimed at regulating the payment of utilities for such citizens.
The purpose of the document is to dismiss the owners of damaged or destroyed housing from payment for managing apartment buildings. It also provides for the possibility of reducing payments by the decision of the co -owners.
In order to implement this plan, it is proposed to amend the current regulations that regulate the payment of utilities.
Today, the martial law does not release Ukrainians from payment for utilities, even in the case of force majeure.
The Chamber of Ukraine has officially recognized the Russian invasion of force majeure, but due to the lack of clear legislative standards, some heads of condominiums and housing and communal services continue to account for residents of damaged homes.
