As a result of Russian aggression, about a third of the polling stations in Ukraine were destroyed, and some of them are located in uncontrolled territories. In total, as of December 25, 2025, 521 polling stations have been irretrievably destroyed, more than 1,300 are damaged and need to be restored, and about 6,500 are in the occupied territories. This was stated by the head of the working group for the preparation of laws on holding elections during the war, the first vice-speaker of the Verkhovna Rada Oleksandr Kornienko.
“A large part of the precincts are located in uncontrolled territory, but I would consider them destroyed, too, because we do not have access to them,” he noted.
According to the head of the Central Election Commission Oleh Didenko, as of December 25, there are 33,174 polling stations in Ukraine. Of these, 521 are located in buildings that are not subject to restoration, 1,391 are in damaged but reparable buildings, 6,472 are in temporarily occupied territories, and another 52 are in buildings whose degree of damage is uncertain.
Didenko also emphasized that more than 140,000 square kilometers or 23% of the territory of Ukraine remain mined, which makes it difficult to access certain polling stations and plan safe voting.
President Volodymyr Zelenskyy emphasized: “The most important thing in the matter of elections and referendum is the safety of our citizens. Any decisions regarding the organization of voting will be made with this priority in mind.”
Kornienko added that in the front-line and non-front-line regions, polling stations were heavily damaged by Russian rocket and rocket strikes that hit dormitories, hospitals, and other facilities where polling stations were usually located.
