“Legal entities-religious organizations that have been verified for compliance with the criteria, approved by the Order of the Dess of February 5, 2025 № H-21/11 and registered at the Ministry of Justice of Ukraine on February 19, 2025 (No. 263/43669) were included in the list. These criteria came into force on March 20, 2025 after publication in the Official Gazette, – the message reads.
The desks conducted inspections in cooperation with state bodies. In particular, cooperation with the State Enterprise “National Information Systems” (NAIS) was established to obtain a comprehensive list of religious organizations – legal entities.
NAIS provided a list of all religious organizations, which are available in the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Formations (EDR).
In addition, thanks to the collaboration of the NAIS, the religious organizations were selected from NAIS whose recording of the state registration of which was entered in the EDR no later than December 26, 2024 – in total 30 148. Thus, they conducted a review of religious organizations for compliance with two of the seven criteria.
Currently, the research is underway in the Dess on the presence of signs of affiliation of the first of several thousand religious organizations of the Ukrainian Orthodox Church – the Kyiv Metropolitanate of the UOC. The verification of compliance with the third criterion – to include a religious organization in the list of affiliates with the Russian Orthodox Church will be carried out consistently taking into account the results of the study on the Kiev Metropolitanate of the UOC, the service said.
In addition, the terminated religious organizations were automatically selected and registered in the temporarily occupied Autonomous Republic of Crimea and Sevastopol, and the dess sent a list to the State Tax Service of Ukraine for compliance with two of seven criteria – whether a religious organization was entered in the register of non -profit institutions.
Given the large amount of data-26717 religious organizations-the lack of requirements for the submission of this kind of information to the SPSU, as well as the algorithm for their processing work with the DPSU to check for compliance with the criteria continued during April-May 2025, explained in Desce.
Following the inspection of the SPSU, the Descs received a list from 16948 of religious organizations, from which the dex was removed by those that did not bring their full official name in accordance with the provisions of the so-called “Rename Law” of December 20, 2018 No. 2662-VIII.
After that, the Dess seized religious organizations from the list of temporarily captured continents of the mainland territories of Ukraine, elaborating the “list of territories in which) hostilities or temporarily occupied by the Russian Federation”, approved by the order of the Ministry of Community and Territories of Ukraine of February 28, 2025).
“As a result, the final list of 7,726 religious organizations was formed. Dex has immediately prepared an order for its approval, ”the message reads.
In parallel with the work on the List of the Desx, communicated with the religious organizations of Ukraine by holding meetings, meetings, providing clarifications, correspondence on the conditions of compliance with criteria.
Representatives of the department held a work advisory meeting with the Ministry of Digital Transformation of Ukraine (Ministry of Development) on algorithms of work with the portal “Action” for the booking of clergymen and its cancellation.
The service was informed that religious organizations should provide a confirmation of the employment of clergy in order to carry out the “action” of religious organizations; Confirmation of the status of a clergyman in accordance with the internal guidelines of a religious organization and a staffing painting of a religious organization (the marginal number of clergymen).
In addition, the religious organizations included in the list will need to fill in the information on the personal data of the candidates for booking, including their passport data and identification code (if any) under the established Ministry of Defense and give it a dex.
