The document, to be considered by the Supreme Council of National Defense (CSAT) and parliament by November 26, is expected to cement Romania’s position as a key NATO ally on the eastern flank.

The main provisions of the new Strategy:

  • The main threat: Russia is identified as the main source of hybrid threats, which reflects the growth of regional instability due to the Russian-Ukrainian war.
  • Priority areas: Adapting the defense sector to challenges in the Black Sea region, deepening cooperation within NATO and “” and strengthening capabilities in the field of cyber defense and countering disinformation.
  • Responding to hybrid attacks: CSAT plans to create a coordination structure and operational interagency teams for rapid response to hybrid attacks.
  • Corruption as a threat: For the first time, the Strategy will define corruption as a threat to national security. The Romanian Intelligence Service (SRI) will be mandated to transmit data on corruption offenses to the prosecutor’s office.

The SSR emphasizes that this document will become the basis for the modernization of the defense sector and the strengthening of Romania’s internal stability, which should strengthen its role in the European system of collective security.

The Parliament of the Republic of Moldova voted for the adoption of the National Defense Strategy for 2024-2034. It determines the country’s key steps in the face of the growing threat from the Russian Federation and other geopolitical challenges.
