In the Kharkiv region, a large-scale fraudulent scheme with compensations was exposed

Serhii Bolvinov, head of the Investigative Department of the State Police in the Kharkiv region, reported this in an interview with Ukrinform.

“We are checking at least 200 more houses that have passed under this program. I am not saying that there was anything illegal about all 200. Regarding some of them, there is accurate information that the houses were not damaged by shelling, and people received compensation,” said Bolvinov.

According to him, the investigation considers the head of one of the commissions, a former official, to be the main person in the fraudulent scheme, in collusion with other people, the houses were made to look like those damaged by shelling, then the commission went to the place, conducted an alleged inspection, held a meeting at which decisions were made that the object falls under the program, and the amount was determined.

“According to the adopted procedure, the objects and amounts of compensation are determined by the commissions created in the communities. In our case, the head of the commission is the former deputy head of the administration. Of course, I can’t blame him or the other people involved, that’s a matter for the court. I will talk about what the investigation knows: how the objects were chosen and what was done with them. There were objects that they themselves destroyed – they dismantled the roofs. There is a house about which we still do not know for sure how exactly it was destroyed, but our bomb technicians say that it was definitely not damaged by the explosion. The person received a certificate for one and a half million,” said Bolvinov.

In order to convert the certificate into cash, one of the persons involved used his wife’s grandmother, who owned the house, and a fictitious sale agreement was concluded, the head of the Investigative Department notes.

“The money according to the certificate was transferred to the account of the grandmother, think – the wife of the figure, and converted into cash. One of the potential suspects bought a car. This is one episode, a completed crime, and there is also the fact that they were preparing to receive money according to the same scheme,” Bolvinov added.

During the searches, phones were seized from the suspects, in particular.

“I will tell a fact that I think will upset many. Made me sad. During the searches, we seized mobile phones from the suspects. This man, whom we believe to be the mastermind, and his accomplices corresponded. They had a chat together. Do you know his name? “Kings of Raisin”. They consider themselves “kings”. However, there are still many individual entrepreneurs in the scheme who made expert opinions, notaries who carried out re-registration. There are also people who transferred funds in cash, people who submitted applications for compensation,” said Bolvinov.

Earlier, it was reported that in Izyum, Kharkiv Oblast, the first suspicions were announced in the criminal proceedings about fraud with compensations under the state program “eRecovery”.

It will be recalled that almost 7 billion hryvnias were additionally allocated for the payment of compensations agreed under the “eRecovery” program. Most of this sum will be received by the owners of the destroyed houses – more than UAH 4 billion, the rest – will be spent on compensation for housing repairs.
