In the Ivano-Frankivsk region, law enforcement officers reported the suspicion of the head of the children’s service of the Galicia City Council, who, according to the investigation, did not perform her official duties and did not respond to the facts of systematic violence against children in a family-type orphanage.
This was reported to the regional police and the prosecutor’s office.
The investigation established that in 2022, the family-type orphanage, in which seven children were raised, moved to Halytsky district. Control over the family’s living conditions and children’s safety was to be carried out by the children’s service. At the same time, its manager actually removed herself from the performance of her duties.
The prosecutor’s office notes that the director of the lyceum, where the children studied, repeatedly informed the official about the facts of violence by the father-educator. In accordance with the legislation, the head of the service was obliged to immediately initiate an inspection and submit the matter for consideration by the commission for the protection of children’s rights. However, she did not take any measures to stop the violence or remove the children from the dangerous environment.
According to the police, during three years the official conducted seven scheduled examinations of the DBST and made reports in which she noted that the parents-educators treat the children properly. At the same time, it turned out that she never communicated with the pupils themselves.
The law enforcement officers also established that the state suffered significant material losses. During the years 2022–2025, more than 3.3 million hryvnias of state aid for child support were paid to foster parents.
The head of the children’s service was charged with official negligence, which caused serious consequences, under Part 2 of Article 367 of the Criminal Code of Ukraine. The sanction of the article provides for punishment in the form of imprisonment for a term of two to five years with possible deprivation of the right to hold certain positions and a fine.
In Zaporizhzhia, law enforcement officers exposed a 22-year-old woman who is suspected of selling her own one-month-old daughter. According to the investigation, the child was given to another woman for money and additional “services”. The baby is currently safe, and the mother faces up to 15 years in prison.
