On December 16, an international conference was held in The Hague dedicated to the creation of the International Commission for Compensation for Damages Caused to Ukraine as a Result of the Russian Federation’s Aggression.
During the conference, representatives of 35 countries signed the relevant convention, which provides for the commission’s work on the basis of the Council of Europe. The President of Ukraine Volodymyr Zelenskyi took part in the event.
The Secretary General of the Council of Europe, Alain Berse, reminded that the first stage of the formation of the international compensation mechanism was the creation in 2023 of the Register of Damages for Ukraine. The next step will be the launch of the International Claims Commission, which will directly deal with the consideration of claims and the issue of compensation for damage caused by Russian aggression.
It is noted that the Register of Damages and the International Commission should together ensure a systematic and transparent approach to the collection and verification of information on the losses incurred, as well as to the determination of responsible persons and states obliged to compensate Ukraine for damages.
It will be recalled that Mertz called the chance of a ceasefire in Ukraine real, but small.
