In August, the Odesa Branch of the AMPU announced open bidding for construction work, which provided a large -scale set of measures. The reconstruction was planned by December 31, 2027.
However, the tender has caused resonance among potential participants. Among the requirements was to provide the current certificate of recognition of the participant from the register of navigation of Ukraine or other qualification company, which takes at least a month, which in fact restricts access to the auction.
In addition, the companies complained of the need to confirm the experience of arranging railway tracks with the CC3 class. Many contractors have experience only at CC2 objects, and some ports where relevant experience could be confirmed are temporarily occupied.
The participants also noted the disproportionality of the requirements: for example, the experience of arranging railways, but not dredging, although such works are included in the project.
The AMPU stated that the requirements were set to confirm the qualification and technical capacity of the participants and does not plan to change them. Due to the lack of bidding proposals, the reconstruction of the berth # 7 is currently left without a contractor.
