The Lyman village council of the Odesa region held a tender for the construction of a lyceum shelter for the second time, this time for UAH 71 million.
The previous tender for the same object provided for the amount of UAH 68.69 million.
As the website “Our Money” reports, the Department of Education, Culture, Youth and Sports of the Lyman Settlement Council ordered the works of Bud-Marka LLC. The first procurement was carried out in May by the KP “CEO of the Odesa Regional Council”, however, the Centralized Procurement Organization did not have the authority to procure works – only goods and services.
Following media coverage in June, the education department announced a new tender in August without terminating the previous contract. The new contract turned out to be more expensive by UAH 2.31 million.
The construction will be financed by the European Union through the “Ukraine Facility” program. According to the public finance portal “Spending”, as of now, works worth UAH 1.68 million have been completed.
“Bud-Marka” LLC was registered in Odessa in 2019. The company is currently managed by Maksym Benyk, who before the full-scale invasion headed the public procurement department of the CU “Specialized installation and operation unit 2” of the Odesa City Council.
It will be recalled that the employees of the State Bureau of Investigation exposed the deputy commander of one of the military units of the Lviv region, who used subordinate servicemen for his own purposes.
The SBI also suspects the ex-head of the Ministry of Defense department of losses of UAH 322 million.
