On Friday, May 9, a meeting of foreign ministers of the Coalition countries was held in Lviv to create a special tribunal to investigate the crime of aggression against Ukraine.

Foreign Ministers and Coalition Representatives stressed that the support of the special journey is based on the provisions of the resolutions of the UN General Assembly and the Vienna-Ryz statement, adopted on November 22, 2024.
In the document coalition:
- congratulated the completion of technical work on the projects of legal instruments necessary for the launch of the tribunal within the Council of Europe;
- confirmed the need to create a tribunal to ensure justice and punish the highest leadership of the Russian Federation responsible for aggression against Ukraine;
- declared compliance with international law and human rights, which will be the basis of the activity of the tribunal;
- noted the contribution of lawyers and advisers who assisted in the preparation of the legal basis of the tribunal;
- recognized the key role of the Council of Europe in the creation of the tribunal and thanked the European Commission and the European External Activity Service for active participation in this process;
- confirmed the dedication of the rapid launch of the tribunal and ensuring its full and efficient operation.
The coalition also called on other states and international organizations to join this process and facilitate the implementation of the tribunal, which should be a mechanism for holding the perpetrators responsible for the war against Ukraine.
The next important step in the formalization of the tribunal is expected on May 13-14 during a meeting of the Council of Europe Committee in Luxembourg.
The statement was agreed in the presence of the EU Callas Chief Diplomat and the European Commissar on Democracy, Justice and the Rule of Law of Michael McGrata.
