In Kharkiv region, the director of one of the state sanatoriums of PJSC “Ukrprofozdorovnitsa” is suspected of appropriation of UAH 78.8 million allocated for the rehabilitation of children and servicemen.
In February 2023, an agreement on medical care was concluded between the sanatorium and the National Health Service of Ukraine under the medical guarantee program, in particular under the package No. 53 “Rehabilitation assistance to adults and children in hospital” with a total value of UAH 122.3 million.
The investigation found that the director of the sanatorium declared false information on compliance of the institution with the requirements of the NSAU. In fact, due to the lack of material and technical base and medical staff, the sanatorium could not provide the volume of services under the medical guarantee program. In addition, the institution ignored the orders of the Ministry of Health, did not approve clinical protocols, did not develop regulations on the department and job responsibilities of staff.
The director also “employed” doctors only on paper and concluded fictitious contracts with subcontractors to provide laboratory and diagnostic services. This made it impossible for patients to receive full rehabilitation and undermined trust in the health care system.
It has been found that many servicemen were deprived of high -quality free rehabilitation. Those in need of cardio-respiratory, musculoskeletal, neurological or post-traumatic rehabilitation were provided only by electrophoresis, mud and mineral water, which did not correspond to evidence-based rehabilitation methods.
The violations are confirmed by the conclusions of the Northeastern Office of the State Judicial Service and forensic economic expertise. The total amount of material damage to the state is UAH 78.8 million.
According to the results of the searches, documentation was seized, in particular contracts of 2024-2025 with similar violations of the terms of the contract with the NSAU.
Today, prosecutors of the Prosecutor General’s office reported the director of the sanatorium of suspicion under Part 5 of Art. 191 of the Criminal Code of Ukraine.
The pre -trial investigation is carried out by the Chief Investigation Department of the National Police of Ukraine for prompt support of the National Police Strategic Investigation Department.
