On August 12, the Department of Capital Construction of the Kharkiv Regional State Administration without trading concluded an agreement with LLC “Scientific and Project Enterprise” Academy “to adjust the oncocenter construction project. The cost of the project is UAH 43.22 million.

Under the terms of the agreement, by the end of the year, the general project must make adjustments to the project documentation of construction of the complex of the KNP “Regional Center of Oncology” on the street. The purchase was carried out without trading “in connection with the need to protect intellectual property rights”.
In December 2024, the Department of Kharkiv Regional State Administration ordered the operating auction of the Academy “Academy” adjusting the project in the volume of the previous stage “sketch project” for UAH 5.39 million. The works were performed, so the firm has property copyright on it.
In July 2025, the sketch project received a positive expert report from LLC “Providence”, and on August 11, 2025, the head of Kharkiv OVA Oleg Synigubov by order №706v approved the project.
The Company “Scientific and Project Enterprise” Academy “was established in 2019, it is owned by Artem and Sergey Yefimenko.
Sergiy Yefimenko is the founder of Globus-777 LLC (stopped since 2014) with Vladimir Kurasov and NGO “Committee of Regional Development”. This NGO is headed by the deputy of the Kharkiv district council Mikhail Tretyak.
In total, since 2023, the firm received contracts for UAH 75.24 million, of which this is the largest.
The new oncocenter was built in 2019 at the project from LLC “Institute of Kharkiv Project”. Then the contracts for construction won PJSC “Trust Zhitlobud-1”, but in 2020-2021 the contracts with it were terminated because of the need to adjust the project, paying UAH 57.25 million.
In 2020 the contractor became PE “Rhombus+”, and in 2021 the object was included in the program of Vladimir Zelensky “Great Construction”. In the same year, the new tender won the Rhombus Ink consortium.
After a full -scale invasion of Russia, in 2022, contracts with both contractors terminated: from “Rhombus +” – due to the non -fulfillment of the obligations under the contract with payment of UAH 157.82 million, and with “Rhombus Ink” – with the consent of the parties with zero payment.
The first stage of the construction of the oncocenter involves the completion of the first part of the medical-diagnostic building (surgical, reception and diagnostic department, department of clinical | studies), energy block (gas boiler room, chillera, central heat point), medical gas stations and two transformer substations, as well as.
The second stage involves the construction of the second part of the medical-diagnostic building, the body of the department of radiation therapy and radioisotope diagnostics, the body of the pathoanatomical department, the transition between therapeutic body and the radiological department, the food block and the polyclinic, the two transformers, as well as the reconstruction of the substance, as well food block.
The third stage involves the construction of the second part of the gas boiler room, the arrangement of the parking lot, as well as the improvement of the territory of the garden and park area.
In total, the regional oncocenter will be designed for 410 beds and 100 beds of the hospital. The capacity of the clinic will be 200 visits to shift, and the radiation therapy and radioisotope diagnostic department – 210 visits per shift.
