According to the investigation, in the spring of 2023, the official together with accomplices determined the list of objects that were to be restored with budget funds. After that, they artificially increased the cost of equipment and works, simulated competition in tenders and ensured the victory of a company associated with a classmate of the official.
Despite the lack of proper project documentation and technical justifications, a contract for more than UAH 200 million was concluded with the company. The agreement provided for the supply and installation of seven modular boiler houses in Selydovo and Ukrainsky.
The investigators found that only two boiler rooms were actually installed, and they turned out to be unfit for work due to numerous defects and violations of technical regulations.
Meanwhile, the residents of the frontline cities were left without sufficient heat supply, despite the funds allocated by the state.
According to NABU, the members of the group extended their corrupt practices to the restoration of water supply and drainage systems in Sviatohirsk. They transferred funds for works that were not performed at all or were carried out “artisanly” and acted without permits, without projects and with gross technical violations.
In order to hide the traces of the crime, the plots drew up forged documents, unjustifiably extended the terms of the contracts, and pressured the heads of utility companies to take unfinished objects on the balance sheet.
Law enforcement officials estimate that the state lost more than UAH 140 million as a result of the blockades, and people in the frontline communities were left without water and heating in the winter.
Five members of the group have already been notified of suspicion of embezzlement and embezzlement of particularly large amounts of property using their official position.
The sanction of the article provides for 7-12 years of imprisonment, a ban on holding certain positions for up to three years, and confiscation of property.
NABU reports that the organizers of the scheme — the former head of the department and his classmate — have been detained.
It will be recalled that an indictment was sent to the court against the director of the enterprise, whom the investigation considers involved in the appropriation of funds allocated for the installation of modular shelters in the Buchansky district of the Kyiv region.
