In Chernihiv Oblast, the police exposed a group that established a scheme for the sale of cars imported as humanitarian aid for the Armed Forces.

“Investigators of the police of the Chernihiv region informed three residents of Chernihiv about suspicions of selling cars imported from abroad in a simplified manner as humanitarian aid to the Armed Forces of Ukraine. The organizer of the scheme was detained,” the message reads.
According to the investigation, during 2023-2024, the perpetrators established a scheme of systematic importation of vehicles into Ukraine as humanitarian aid.
“Subsequently, they put these cars up for sale and sold them for their own enrichment. According to the investigation, the organizer of the scheme involved two Chernihiv businessmen in his illegal activities,” the police said.
The suspects ensured the importation of off-road vehicles into Ukraine, using the credentials of a number of charitable foundations and public organizations.
The SUVs were imported as humanitarian aid, with the obligatory affixing of the stamp “Humanitarian aid. Sale prohibited” in the accompanying documents and cargo customs declarations, but then the members of the group carried out the necessary repair work and pre-sale preparation of the vehicles, and put them up for sale at Chernihiv trading platforms.
“After selling the car to the client and making sure that funds were received from him to a specially opened bank account, the men produced a fictitious act of acceptance and transfer of the vehicle using the details of a charity fund or public organization. They assured the buyer that this pseudo-document was a legal basis for ownership and use purchased car,” the police explained.
In this way, the group sold at least four off-road vehicles, which were imported as humanitarian aid for the Armed Forces of Ukraine, obtaining illegal profits in the amount of almost 700,000 hryvnias.
The police detained the organizer of the event in accordance with Article 615 of the Criminal Procedure Code of Ukraine. All three involved in the case were informed of suspicions of selling humanitarian aid goods, with the aim of obtaining profit, committed by a group of persons in a prior conspiracy, in a significant amount, during martial law (Part 3 of Article 201-2 of the Criminal Code of Ukraine). The sanction of the article provides for punishment in the form of deprivation of liberty for a term of five to seven years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years and with confiscation of property. A pre-trial investigation is currently underway.
Recently, the Cabinet of Ministers of Ukraine simplified the registration of cars that servicemen receive as humanitarian aid from volunteers and use to protect the state.
Previously, the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, initiated legislative changes to the Criminal Code of Ukraine to strengthen protection against arson of the cars of servicemen and their families.
