Ombudsman’s monitoring group, together with experts from the Partnership for Strong Ukraine, exposed the flashy violations in an institution for children with disabilities and special educational needs special “Life School”.
The school found alcohol (in staffing), overdue products and medicines, as well as lack of conditions for the care and education of children with special educational needs, indicated Site Commissioner of the Verkhovna Rada of Ukraine for Human Rights. The company is sent to the enterprise and recommendations for the elimination of detected violations and preventing them in the further activity of the institution.
During the audit, it revealed that a private institution of life-life operates without permits for the provision of educational and social services.
“The institution operates without proper permits to provide educational and social services. The woman who was in the institution during her visit claimed that she was a volunteer. This casts doubt on the legality of the institution’s activity and its compliance with safety and quality standards. Children with disabilities and special educational needs in this institution are not able to receive appropriate education that takes into account their needs. The staff closet has found a considerable amount of alcoholic beverages, which may indicate a high risk of their work in the workplace and failure to care for children ”

Also, while attending the school, the monitoring group found violations of the following human rights:
- improper documentation, which should regulate the activity of the institution;
- there is no person who should care for children with disabilities and special educational needs and no documentation on staff employment;
- unsatisfactory sanitary condition of the institution;
- for healthy eating: found a considerable amount of delayed food and products without proper marking;
- for life and safety (there is no shelter, the shelf life of fire extinguishers has expired);
- for effective means of legal protection (there are no information stands on the rights and responsibilities of the wards, as well as telephone numbers, which can be applied in case of violation of their rights);
- for health care and health care (the facility has medicines with a shelf life).
