In the period from January to April 2025, 81 928 entrepreneurs were opened in Ukraine, which is 9% less than in the same period last year. 119,895 entrepreneurs ceased operations – 44% more than last year.

In total this year, 37,967 FOPs closed more than it opened. Last year, the situation was different: over the same period, the opposite opened 7 166 FOPs more than it closed.
A quarter of all new businesses is engaged in retail trade – 20 763 entrepreneurs. Another 7 129 FOPs chose IT and consulting in programming. Closes the three wholesale trade – 6 216 new entrepreneurs.
This year, women initiate business more actively than men: 61% of new FOPs were registered by women, and the share of men was only 39%.
The Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Danilo Getmantsev, noted that the surge of closing the FOPs at the beginning of the year was related to the closure of non -working businesses, which from January 1 have been restored to the ECV payment from January 1.
“The non -working FOP 1 and 2 were closed, as the pre -war rules for the payment of the ESA were restored for them. The military fee was also determined from the minimum salary for 2025 – this is 800 UAH per month, whether they carry out activities or not, ”he explained.
At the same time, since March 2025, the number of open FOPs is greater than those that have closed.
In the first week of May, the largest number of FOPs’ discoveries was recorded for this year – 7 014.
Recently, a service for reporting tax returns with an updated form for individual entrepreneurs (FOP) has recently been launched on the Action portal. The payment of military fee will now be taken into account.
And the Ministry of Finance of Ukraine denied the increase in taxes for FOPs. Such information is not true and is manipulative.
