IMF requires Ukraine to approve new taxes

The International Monetary Fund requires Ukraine to approve a law that provides up to 23% of citizens ‘taxes through OLX, PROM, Kabanchik and others’ online platforms. The government must make the corresponding decision by the end of 2025.

About what can change for Ukrainians in the event of a law, writes “Forensic Newspaper”.

It is noted that the IMF positively evaluated the Cabinet of Ministers to the Parliament of the Bill on the Requirements for Tax Reporting for Digital Platform Operators.

“The draft law on the requirements for the reporting of digital platform operators must be quickly approved to withdraw a significant and growing sector of the economy from the shadows,” the text of the memorandum with the International Monetary Fund is stated.

The memorandum refers to the Bill No. 13232, submitted to Parliament on April 30, 2025.

“We strive for their quick adoption by the end of 2025. In order to further stimulate the tax discipline, the bill provides a 5 % turnover tax on income received through digital platforms. At the same time, the law will not introduce new exceptions to VAT, ”the Ukrainian government said in the document.

Therefore, in the case of the adoption of the draft income of individuals from the sale of goods or the provision of services through digital platforms will be taxed by PIT at rates of 5% or 18% and military levy (5%).

In addition, the State Tax Service of Ukraine will be able to receive at the request data on traffic and balance of funds in the bank accounts of accountable sellers of online platform.

This will reveal bank secrecy regarding the accounts of citizens who through online platforms:

  • lease real estate, including residential and non -residential real estate;
  • provide different services;
  • sell goods;
  • They rent vehicles.

According to Olga Vasilevskaya Smagluk, a member of the Parliament’s Tax Committee, this bill implements new tax rules for OLX, Prom, Kabanchik, Booking, BlaBlacar and other online platforms.

Earlier, the Cabinet of Ministers approved a list of goods whose transactions will be temporarily exempt from excise tax and VAT.

The Ministry of Finance of Ukraine has approved a new form of tax calculation for personal income tax (PIT) and a single social contribution (ESV), as well as updated the procedure for its filling and submission.
