Humanitarian demining system in Ukraine does not cope with the scale of threat

The Accounting Chamber of Ukraine has found that the current humanitarian demining system is fragmentary and ineffective and does not correspond to the scale of the mine threat.

The audit has shown that planning problems, lack of a single order of plans, monitoring and reporting, as well as poor coordination between institutions cause delays in the demining and returning agricultural land.

According to auditors, about a quarter of the country’s territory – more than 13.9 million hectares – were affected by hostilities. Due to contamination with explosive objects, 9.85 million hectares of agricultural land in 10 regions remain dangerous for use. From 2022 to July 2025, only 7.75 thousand hectares were exchanged by national standards – 0.08% of the area of ​​polluted land. Another 403 thousand hectares were returned to farmers in a simplified manner. At this rate, full cleaning of agricultural land will take approximately 83 years.

Mine pollution has significant economic and social consequences. Ukraine loses about $ 11 billion in GDP every year, agricultural exports have decreased by $ 4.3 billion, and the budget is not over $ 1.1 billion in tax revenues. The State Inspectorate estimates, land contamination and pollution losses exceed UAH 1.1 trillion ($ 26.5 billion).

Citizens’ safety is also at risk: about 6.4 million people live in potentially contaminated territories, for many of which land is surviving. In 2022-2025, 191 agrarians were killed during the work in the fields.

The Accounting Chamber emphasizes the need for structural reform of the humanitarian demining system, otherwise complete purification can last for decades, which threatens the food security and economic restoration of the country.

Recall that Italy is looking at the opportunity to send a group of sappers to Ukraine to mine the de -industrial territories and seas.

Recall that Turkey is ready to join at least the post -war demining of the Black Sea. Ankara also considers the departure of the military to Ukraine as part of security guarantees.

We will remind, President of Ukraine Volodymyr Zelensky reported that Turkey expressed his willingness to be part of security guarantees for Ukraine.
