On Thursday, December 19, hackers carried out the largest external cyberattack on the state registers of Ukraine. The work of the Unified and State registers under the jurisdiction of the Ministry of Justice has been suspended.
This was reported by the Deputy Prime Minister for European and Euro-Atlantic Integration, Minister of Justice of Ukraine Olha Stefanishyna.
She noted that it is already known for certain that the attack was carried out by the Russians in order to disrupt the operation of the state’s critically important infrastructure.
Currently, the Ministry of Justice, together with the team and specialists of other services, is coordinating the work on combating cyberattacks and restoring systems.
“Our specialists are working intensively on the gradual restoration of access to the registers. According to a preliminary assessment, there are no threats to the functioning of other resources,” the minister said.
First of all, the following will be restored:
- State register of acts of civil status of citizens;
- Unified state register of legal entities and individual entrepreneurs;
- State register of rights to immovable property and their encumbrances.
Stefanishyna noted that the priority recovery time will be roughly up to two weeks.
Features of providing services to citizens will be provided during the day of December 20.
“After full recovery, a thorough analysis of the attack will be carried out together with relevant authorities to strengthen protection against similar interventions in the future,” the head of the Ministry of Justice added.
In early December, hackers tried unsuccessfully to attack defense companies and the Security and Defense Forces by sending phishing emails.
It should be noted that the International Criminal Court (ICC) is investigating cyber attacks on Ukrainian critical infrastructure as possible war crimes.
